product delivered to wrong address

Hoping someone can help me.

Order was eventually shipped with the UPS tracking link.  Kept tracking the link only to find it was 'delivered'.

No item received and the location of the package is 100+miles away from where I live.

Attempted to reach GoPro CS about the situation and sat in the chat for more than 90mins waiting for an agent.  Reached #1 in the queue only to find the chat was closed down with no agents available.

Tried requesting a call back and after 24hours, no sign of a call.

Can anyone help / suggest what to do?
