Cant pair smart remote underwater

Hi,

I cant pair smart remote with my Hero5 under water when snorkeling even just a foot apart, is there some thing wrong with my devices or the signal doesn't work submerged? as both were 10m water proof, I expect it should work, but didn't.

Wi-Fi signal and connection between the remote control and the camera will not work under water. This is even if both the devices (Camera and remote control) are waterproof. Although the Wi-Fi connection may be lost when either device is underwater, the connection is automatically re-established once both are above water again.

Blutooth and Wi-Fi don't transmit under water. Sometimes, if both devices are right next to each other, I can get a connection, but they aren't designed for it.
