iOS app: video library icons [ New ]

What's the difference between the two videos in my app library. I searched the product manuals and the boards but can't find an answer. Additionally, if these icons relate to the status of online backups, how do I force the un-backed up/not synced videos to upload to the cloud backup service? I appreciate all the help!
