Sorry to hear about the trouble. By any chance, have you already tried reinstalling Quik for Mobile app on your mobile device? Note: Reinstalling will also remove any QuikStories and projects in the app.
In addition, does the issue happens on specific song(s) only? Or does it applies to all music in the library?

I have 9 songs(Mission Control,Daisys, Honorem et Glo..,Energy,Markers Anthem, The Sky Machine, Tables Have Tu..,3 AM Paris,Gotta Get Back).
Other songs are without cover picture, I see songs name and artist but I can't download.

@keidot, I just tried this out on both iOS and Android devices, and was able to successfully download the Music Library under GoPro Plus subscription.
You may try completely signing out of the app and logging back in using your GoPro Plus account. Rebooting your mobile device might also help.
Since you've already tried reinstalling the application, see if downloading the entire music library (instead of one music at a time) will give you the same results. Toggle the "Offline Music Library" to enable.
Do you get similar error message when adding music from "My Music" tab?
In addition, ensure that you are connected to a stable Wi-Fi network when downloading the music the library.

I already have tried downloading on Wi-Fi and 4G, same error any time.
I tried: uninstall Quik app, sing out gopro plus account on Gopro app, reboot my phone, sing in agan, install Qick.

I install GoPro app, log in with my GoPro Plus account, install Quick app.
In music library I have same problem(error text:(Oops! An error has occurred during music import.)
It seems like problem is with my GoPro Plus account.
