How do these other apps connect to their cameras? If they use something like Bluetooth instead of WiFi, you wouldn't get a location permission prompt.

If they use WiFi, it's possible that it's doing it by "direct WiFi" or connecting to a specific SSID without scanning. The location permission only comes in when an app is attempting to scan for wireless networks. If the app uses WiFi direct or connects to an expected SSID without scanning, it may be able to dodge the location requirement (I think, I haven't looked into this particular area much).
