Gopro App v6.3 (3421)
In bold the only EV Comp grades in app:

How can you not have seen this issue before? Clearly appears the Gopro App released without any beta-test...

I'm sorry but I don't reproduce this. I can set the EV Comp. to zero.

Try and reset your protune settings, and EV Comp. should return to 0, as a workaround. We tried to repro this in house, and we couldn't manage. Or create a new camera preset :)
Things worth mentioning here, maybe we could narrow it down for you:
1. What OS are you using on your device?
2. What FW does your camera have?
3. Can you setup the EV Comp. from Camera > Preset > Edit > Protune ?
4. Did you try updating the whole triad and try again? [camera, app, phoneOS].
Let us know if you succeeded using one of the methods from above.

GoPro App 6.4 (3448) : latest available
GoPro Hero8 Fw 1.50 : latest available
iPhone 6S : not the latest, no money to buy the latest XI Pro, sorry about that
iOS 12.4 : i won’t update it for now, and i can’t because not enough free space, sorry about that
EV from camera works perfectly, the only way to set missing values.
Reset Protune doesn’t fix EV in the App.
Only the App is issued.
Maybe you have to investigate from the French version side?
