When the reset was done, was it for the camera settings or just for the Wi-Fi settings?
See if re-flashing the software helps.
Select the camera model on https://gopro.com/en/us/update then follow the instructions for a manual update.

It would be best to download new camera firmware.
https://gopro.com/help/articles/block/How-to-Update-GoPro-Cameras
Make sure to follow manual firmware update instruction.
After that make sure to delete your camera entry/name from your phone's Bluetooth settings and from the app (GoPro App)
Pair your camera to your phone and from there you will be asked to create new camera name and password.

[ New ]@chris120581, open the app then click on the camera icon on the lower left hand side.
If you can see your camera on the list click on the pen/pencil icon then delete the camera.
You can skip that if you don't have any paired camera.
If you are not being asked to create new password it would be best to contact GoPro customer support.
