I hear what you're saying indeed it can seem surprising.
Your iPhone 8 records 4k and can read 4K, however when it comes to multi-clip-editing - if I'm not mistaken you're trying to make a story with multiple media - the difference is that your phone has to read / decode at least two 4k clips at the same time, this is required for transitions between the two clips. Decoding multiple 4K videos simultaneously is really demanding (processing, memory) so it's a different story than when you are in single clip editing when it's just one 4k clip at a time.
Typically on an (older) Android devices this will result in stuttering transitions because there's not enough video decoders to decode the videos at the same time.
In Quik App 4K wasn't accepted on iPhone 8 devices, only iPhone 8 Plus.
We want to improve support on 4K footage for sure. Next update is coming end of the month.

And when I tried iMovie, all 18 clips were loaded into the timeline without any issues. 😉

The crash could be a memory crash - not enough video decoders - or it could be a crash related to a bug in the app...

Same for me. Added videos from Hero 8 and Max to the Quick Stories and tried to export the finished video into camera roll, but app crashes with 0% of rendered videos.
