h.264 to cineform - how is it done?

Maybe kind of a dumb question . . .  The Hero 5 Black records in h.264 compression format which is lossy. When converted to Cineform, the file expands quite a bit. Why the larger file size? Is it the result of somehow "uncompressing" the MP4? Where is the extra information coming from?
