My response above was for the Quik mobile app. I saw after that you tagged it for the desktop app.
Run a manual update on the camera using a USB/SD card reader.
If possible, you should also try a different cable to connect the camera to your computer. Start the Quik app and plug your camera into a USB port. Wait for the camera to start charging and then turn it on.
If it still doesn't connect, try a different USB port.
If none of the above work, you might just have to transfer files with a USB/SD adapter.

You need the GoPro mobile app to connect to the camera. Quik is for editing videos/photos you have downloaded to your device through the app.
iOS https://itunes.apple.com/us/app/gopro-formerly-capture-featuring-quikstories/id561350520?mt=8
Android https://play.google.com/store/apps/details?id=com.gopro.smarty&hl=en
If you have difficulty connecting to the GoPro app:
Make sure your camera is on the latest firmware by running a manual update
https://gopro.com/update/hero3_plus
Follow these directions

Some phones will give a warning or disconnect from the camera wi-fi as it doesn't give an internet connection. You will need to acknowledge this and maintain the connection. You need the wi-fi to connect to the camera and not internet.
