It appears that the email registered on the Hub is already subscribed to Plus.
Is there a chance you have signed up through the App Store or Google Play?

Yes, I was able to sign up using Google Play, after completely uninstalling the Android app and reinstalling it.
The site checkout is still broken though, blocking me from purchasing any accessories. You should definitely look into that if you want Canadian customers to be able to buy stuff from you.
