Its happened me in 22.06.2019 again and I fixed this solution with same steps. I launched task manager.launched Go Pro quick, then, as sson as Quicky show on the top of you TM,click right click on it and will be open. If not from first time,but it will. Try my steps. Go Pro ctill not fixed this problem and I have to fix,like year ago. :)

Can't launch the app.
I did all the steps, seems like would need to change user name folder which is very difficult and risky on Win10 from admin account (I created another one with working quik although can't make this account admin).

If you were able to check the graphics card settings/updates and it's still the same, the best path forward is to contact our Support Team.

I had this issue on tow PCs. Emptying the ...AppData\Local\GoPro folder fixed the issue for me. On one PC I emptied both that one and the ...AppData\Local\Temp. On the other I only deleted all files in the ...AppData\Local\GoPro. Fixed the issue as well.
In my opinion its only a question of time until the app stops working again. I feel GoPro should do something about this.
Thanks, but it doesnt work. And yes, it is also admin account. Same program, tried also uninstalling and installing on one account, than on other... It always works just on one account (always the same account)
