Okay, I tried updating to version 2.3 and it wouldn't launch for me either.
Unlike the previous version, I couldn't evern find it in Windows Task Manager (the previous version would launch but not display but would show an entry in Task Manaager).
However, here's some good news.
Just updated Windows 10 to the new Creators Update.
Quik version 2.3 now launches and displays.
Haven't tried using it yet, but actually having the interface display is promising.

Mine seems to have stopped starting since the Windows 10 Creators Update was applied.
In Task Manager, you see the "GoPro Quik.exe" process start briefly, then stop.
Have tried uninstalling and reinstalling, no difference.

Ok, some advice here:
1 - go to the following folder:
C:\Users\xxxxx\AppData\Local\GoPro\Dumps where xxxx is your userid for your machine.
2 - take the latest dump created, and upload it here:
3 - have a look at the output.
Mine had these interesting lines:
Now, this isn't a solution, but it seems to be referencing Nvidia drivers to me.
Going to update my Nvidia drivers, see if that helps.

Hi there! I was dying without Quick had the same problems couple months ago and I got depressed...
You saved my life! How come did it happened after a frozen app plus uninstalation and re-install... Why do I have to maximaze a new app?? LOL
