Ok I solved this issue for myself and hope it might work for others. I am running Windows 10 64bit with Kaspersky Internet Security.
What I have found if I pause Kaspersky I don't get this error, that is if the application opens on the first go. Normally I need to try and open it a few times before it will actually open.
I have checked in the settings in Kaspersky to see if this application is being blocked but cannot se anything, all the GoPro apps seem to be selected as being good.
I have also made out a ticket on this at Kaspersky so maybe they can help seeing the GoPro Support is a waste of time.
After doing more testing I have found it is the file anti-virus component that is causing this, once turned off it works every time.

Since my last post in this thread, it has been working for some weeks.
Last days, not so much.
Quik is no longer starting when double-clicked on the desktop....

I have solved my problem.
It apparently come from a software installed on my computer Little Snitch. I have setup this tool to "Alert mode" so that i can see when gopro try to authentificate to authorise the connection.
Hope it will help others.
