My GoPro Hero 8 BLK only shows up as an MTP device if I reboot my ASUS TUF laptop with it plugged in

My GoPro Hero 8 black only shows up as an MTP device if I reboot my ASUS TUF laptop with it plugged in the USB. If I disconnect it I have to reboot the machine to see the MTP device again, on my DELL XPS 17 it does not see it at all.

 

What gives?
