For what you want to achieve, DaVinci Resolve will be the best editor (it's a free professional editor). If you've never used a professional non-linear editor they can be a little daunting at first, but there are plenty of YouTube videos to help you learn it. Once you have a good basic understanding, you will be using one of the best video editors available (it's even used to create movies).
To get the video in video, you are going to be using what are referred to as layers. DaVinci Resolve will allow you to place one video track over the other in your timeline (timeline is where you are putting the clips together).
The video clip on the top will cover the video on the bottom. However, if you scale down (shrink) the top video, the bottom video will show. You can then position the top video to wherever you want it.
Be sure the video you are working on is highlighted in your timeline before making effects changes.
