Yes, because it's not about code in the app. Each song has it's own DAT file.

Okay, so then how hard could it be to create a few 2 or 3min songs with respective DAT files?

Harder than it's worth the time allocated to that task than to other projects. How hard is it to just copy the media files to a mobile device and just edit with the Quik Mobile app (now combined into the GoPro app)?

How hard is it to just use the video editor in the Windows Photo Gallery app, iMovie, DaVinci Resolve, VSDC video editor, VideoProc, HitFilm Express, Shotcut, Blender,... Or any other free video editor?

Let's say GoPro does create a few 2-3 minute DAT files, but now they aren't the songs you like it want? Or now people complain there isn't 4-5 minute songs... It never ends. You got a free editor. If you don't like it or want more, put the effort in and learn how to use a proper non-linear video editor. If you like Quik style videos but want longer songs, or to use your own, utilize the mobile app. If you don't have storage space or a decent mobile device, it's your decision whether or not to make space/get a new device or not. It's not GoPro's responsibility.

You can use a 3rd party application like RaceRender or Dashware.

Along with what @aragon1006  suggested, you can also extract the GPS and even more metadata out of the video files if you utilize this member created online tool.  This will allow you to use the GPS data in many different video editing programs.  I suggest you join this group and specifically follow this thread.  They will be able to help you out further.
