Please try this:
- Restart your computer.
- Create a new admin account and verify if the other account is able to open Quik for desktop.
- Uninstall and reinstall Quik for desktop.

I sorted this out changing the name of the Plugin folder.
The plugin folder name on my mac is spelled as "PlugIns"
The qs.conf instead:
/Applications/GoPro Quik.app/Contents/Resources [Paths] Plugins = Plugins
I believe that is is a bug in the application installer, so you can rename the folder to Plugins or you can change the qs.conf file with PlugIns.
I went for the first and everything works fine so far.
