What SD card are you using? Does it switch to photo right after you stop recording? Or will it stop on its own and switch to photo mode? Have you tried resetting the camera?
- With your camera off, press the Menu button to turn on the status screen.
- Press the Menu button repeatedly until you get to Exit Menu.
- Press and hold Shutter button for 8 seconds.
- Press the Menu button to move to Yes, then press the Shutter button to select it.
NOTE: This resets camera defaults, date/time, camera username/password, and unregisters the device from your GoPro Plus account.
If it's still the same, please run a manual software update as this usually corrects most issues on the camera.

We need to figure out why the camera is going to photo default, and what you have done to try to fix the issue.
Are yuo LONG pressing hte hutter over 2 seconds? that will have the camera go into photo timelapse. a quick simple 1 sec press will always go to video. I do not think we can have it to photo default I may be mistaked. but if you are certain it takes photos factory reset the camera.
do you know how?
