What SD card are you using?
For HERO3+ cameras, make sure to copy the UPDATE folder containing the files.
Fully format the SD card.
Save the folder to the root of the SD card.
Also, make sure that the battery is at least 40% charged.
Let us know how it goes.

Was the update completed successfully?
If you were you able to set up new Wi-Fi information and it's still not connecting, please follow the steps below:
Remove your camera entry from the GoPro App's history.
Android: Open GoPro App. Press and hold the image of the camera and delete the entry from your camera history.
iOS: Open GoPro App. Tap the pencil icon in the top-left corner of the Camera menu page. Tap the red X icon to delete the camera entry from your app’s history.
Delete the GoPro camera under the Bluetooth and Wi-Fi entries in your mobile device’s settings before attempting to re-pair to your GoPro.

Yes and no. The update gets performed normally, but it ends with message "wireless settings update failed. Please visit support at gopro.com". When I start the camera again it works fine for images, when it boots it displays Hero3+ V03.02 but it is absolutely impossible to connect it to whatever telephone to see what it is recording. The specific one I am trying to connect to is new and has never seen this camera. I tried both Android and Apple. When I push the Wifi buttons on the camera the leds blink.
The first update was pushed by application, then I tried (over the years) manual updates more or less 20 times with SD of different capacities, brands and speeds, but I always obtain the same result. I am still waiting for a bug fix...or for support to send me original firmware to downgrade, or to take it in. Camera was connecting properly until I received notification on GOPRO app, which was version 2.5.95 at that time, that an upgrade was available. I did it, and the wifi never worked again. I am extremely disappointed because this has been open for years now and no solution appears.
