"Obviously you can-'t use wifi if you are remote driving on the street."
I'm not sure where you got that piece of information from, but it's completely untrue.
The WiFi connection on your camera uses a direct WiFi connection to your phone. You can use it on the top of mount everest if needs be. This is also the only way to control your camera and stream footage from it. The bluetooth connection is simply a handshake protocal in order to initiate a WiFi connection.

This is a common misconception and causes a lot of people to misinterpret issues connecting as being app related.
To be clear. Wi-Fi (Wireless Fidelity) is just a means for devices to talk to one another wirelessly. While it can be used as a way to transmit internet data, having internet access has nothing to do with whether or not Wi-Fi can be used to connect two devices.
Many phones today do look for the strongest wireless data connection and often will cancel out of a connection if internet data is not possible on the wireless network. This is very common on phones that have "Smart Detect" and/or wireless calling enabled. To avoid issues connecting to the GoPro app, you should turn both of these features off on your mobile device.
