Do you get the same results when playing back the video directly on your HERO7 black camera? How about if you download the footage to your mobile device through GoPro App?
If using Quik for Desktop, what icon do you see on the video thumbnail? If possible, please post a screenshot so we can check from here.

The video plays back as one continuous file and very smoothly on the GoPro Hero7 itself. Attached is the thumbnails from Quik on my destop. The file looks like it has been broken up into at least 3 different files that play back as a series of stills

Given that the file plays fine on the camera itself, the issue could be on the device you are using to play the videos.
Do you still remember the resolution used?
Have you tried other applications to play the file?
