I'm planning to travel Alaska (want to take night lapse of Aurora) but it's -20 celsius or -4F and many people said that very cold temperature is reduced battery life very fast.
1. Can I take a night lapse without inserting battery? I plan to put the external battery (Power bank) in my backpack which is very warm and use USB cable to power GoPro.
2. My external battery (Power bank) output is 5V 1A, is it enough for GoPro6.
3. Or inserting the battery in a GoPro while charging with external battery is OK?

Yes you can. In fact if you are doing long recordings this is the way to set it up. If you have a battery installed it will switch from the external battery to the inernal until you stop recording.
