No.

You would need to purchase a GoPro Media mod.  That will give you a HDMI out.

You would then need to purchase a video capture card for your PC or Laptop that supports HDMI in.

This is the only way to get a video signal from the GoPro Hero Black 8 to your PC.  You may also experience audio sync issues doing this.
