It also won't record even if it is on.
Want to know if I need to replace:
1 - the charging cable
2- the sd card
Also, the telephone help desk hasn't been any help. Instead of trying to help me all they want to do is try and sell me an upgrade to a newer camera.

Sorry to hear about the problem with your HERO3+ camera, @sweethero17536.
The camera will only power on through the Mode or power button, so it's kind of weird if it powers on by itself. Same goes with the recording issue, as this function can only be triggered using the Shutter button.
Though I'm thinking that this is correlated to the camera's hardware, manually reinstalling the firmware of the camera might also help to correct any errors with the current software installation.
Please follow the steps below to manually install/reinstall the firmware update for your camera:
- What you will need: SD Card Adapter/Reader and a computer.
- First, let’s reformat your microSD card in the camera with the “Delete ALL/Format” function in the settings menu. If you're unsure of how to do that, read these instructions on how to reformat your microSD card in your HERO3+ camera.
- If the camera is not accessible (e.g. due to freezing issue or power issue), reformat your SD card through your computer. SD Card Reformat through a Computer
