editing 4k video

OK. So I am a pensioner (and not one of the wealthy ones) so I would like to know if these specs will allow me to edit 4k.
Intel Core I5 8400
Intel Graphics UHD 630
16gb RAM DDR4 2666Mhz
480GB SSD + 1TB HDD
4 x USB 2
4 x USB 3
HDMI Output
Win 10 Pro (64 Bit)

Any help would be appreciated.

Yes that can handle 4k. 

You can also ask the store personnel if they can suggest much better in almost the same price.

Which software are you looking to use?  Most software will let you edit with proxies - this means that it will make a lower resolution copy of your videos and use these when editing so that when you move back & forward and apply effects in the video your system is taxed as much then, when you render your edit out, it switched back to the 4k video for the quality.
