why does my GOPRO7 make pictures who look like double exposures or shaky altough there is enough light?

You have HDR photo mode enabled.  This basically produces High Dynamic Range photo's the way any other camera would, by taking 3 shots with different exposure levels to capture low, mid tones and highlights and then combines them into one shot.  It's a great way to get stunning photo's, however this should only be used if your camera is kept still or mounted on a tripod.  If it's being held by hand, your camera will be moved during the 3 exposures resulting in the type of ghosting you are seeing now.

So turn off HDR mode and either select photo or superphoto for hand held shots.

Thank you for the reply - it was quit helpful. What I do not understand is the relative big time between the HDR exosures. I never had this problem with another camera.

If you had been using HDR mode on another camera that is hand held you would have the exact same issue.  With a DSLR camera the blurring would be worse as the camera needs to physically open and close the shutter 3 times which takes a lot of time compared to the GoPro.  Also when using a DSLR camera, they tend to be tripod mounted and not hand held for proper photography shots.  So it's a case of knowing how to use your camera and it's modes.  In this case, the HDR is quite fast and it's not a problem, the only issue was how the camera was being used (HDR handheld instead of superphoto handheld).
