first make sure you have the HEVC codec installed. if its not installed, you'll get a message when you try to import HEVC footage.
if you do have the HEVC codec installed, and you still can't edit the footage, it might just be that your system doesn't have enough steam to edit high framerate/resolution/bitrate footage. if this is the case you should take advantage of proxies in premiere pro. when setup properly, proxies will be automatically created whenever you ingest footage. while you are editing, the proxies are used and when you are rendering, the original footage is automatically used.
