Can i plug charge cable into cig lighter port on Harley Davidson via USB plug to extend recording time for 128GB card.

Yes, that should be fine.  As long as you are using a smart charger that protects against excessive current, overheating, and overcharging, the camera will be fine.  To prevent overheating, you can remove the battery, although the camera will turn off whenever your bike is turned off.

Just FYI - Per your camera's warranty, "Damage resulting from use with non-GoPro batteries, power cables, or other battery charging/recharging accessories or devices is also not covered by this or any warranty. "
