Windows 10 Movie/TV Application issues with Premiere Pro "This is NOT a GoPro" issue

I know there are a few people here familar with Premiere Pro CC 2018 and Windows 10. Here is my problem.

 

I import my h.265 clips, do my editing and corrections, then post out to 4k 60fps h.264. Everything looks great inside Premiere Pro and

If I "leave Premiere running and minimized" and use Windows 10 Movies/TV app to view it looks good as well. But when i reboot my computer and then use Windows 10 Movies/TV app first without starting Pemiere, it looks all washed out (bad gamma). It seems Windows 10 Movies/TV app using using Premiere pro's gamma setting while it's running. Does anybody know how to set the gamma in Windows 10 Movies/TV app ??
