Previews are usually low resolution so that doesn't appear to be uncommon. However, If the preview is so blurry that your can't make out the image I recommend making sure you clean the lens. That should take care of the issue.
Also running a manual update will fix any image quality issues that may be present.

Is there anyway to improve the quality of the preview though the wifi signal?
Any setting on the app or the camera to display a better preview while recording?

What model of iPhone do you have, and could you take a screenshot of the preview in the Capture App and post it with your response? As @marcr552 mentioned, the preview in Capture is lower resolution so that there can be less lag between the camera and the phone. Typically the preview is just used for framing the shot, not for viewing the video at maximum quality, but the video stored on the card and or pulled from the card using the Capture App should be excellent quality.
The preview that gets emitted by the camera should be the same whether you have an older or newer phone, but if an older phone is having difficulty processing the preview or has a weaker connection, the preview may become degraded.
