Although the HERO7 Silver is not using the GP1 chip of the HERO6/7, there is some additional technology and processing of the HERO7 Silver that gives it better stabilization than the HERO5 Black. The HERO7 Silver and White are much closer to the stabilization of the HERO6 Black than they are to the HERO5 Black. The "Standard" stabilization of all the HERO7 cameras are better than HERO5 Black or Session.

However, having said that, you should know that you get many more options with the HERO5 and HERO6 Black. Personally, if I was deciding which of these three cameras to get, it would be:
1) HERO6 Black (Hands down the best of the three, by a lot)
2) HERO7 Silver (Great, easy to use, grab and go, and good stabilization)
3) HERO5 Black (Very good camera, but poorer waterproof history, stabilization that only handles small shake, slower transfer speed to GoPro app).

Ultimately though, the very best solution is to save up a little more and get the HERO7 Black. This camera dominates the rest and has amazing stabilization.
