Did you have this problem since you had the camera replaced?
I recently got a replacement for the smart remote and the problem is still there. So my next step would be getting the camera replaced. Let me know. Using a GoPro 6 Black here.

When you set the Mode to Photo using the remote control, does the camera screen show the same mode? I just tested with a HERO6 Black camera and Smart remote control and I was able to capture single photo as one image and not as burst shot. I understand it is already a replacement remote control that you have. If you have not done it yet, see if manually updating the camera will resolve the issue. The camera may already have the latest firmware but manually updating is highly encouraged since it is a great way to ensure your camera has the latest features as well as help correct any errors with the current software installation.

I have the same issue and i can replicate the issue when
1. the Screen is turned off (of course go pro is turned on, only the display is off due to some inactivity to save battery).
2. whilst the screen / display is off, the smart remote shutter button is pressed.
Then the device will take shots in burst mode and become unresponsive.

This is quite odd. Have you been able to manually update your camera (even it may already have the latest firmware) and reset the Smart remote control prior to pairing them again? If you have not done it yet, let us go ahead and try them. You an find instructions for manual update and remote reset through the articles below.
