This is odd. Is the camera, by any chance, connected to a remote control or a mobile device via GoPro App? See if the trigger to record is communication via those devices. If not, try manually updating your camera even if it may already have the latest software. This is to clear out any possible error associated with the current installation. You can follow instructions under manual update here. Make sure that the camera is fully charged and that you will be using a formatted, recommended SD card when you do the update.
