My Go Pro 7 hero Black overheats when in the underwater housing and out of the housing. I am using the preferred SanDisk Ultra card for the camera. The housing is the GoPro Super Suit. Firmware/software is up to date. Temperature from an ambient source is anywhere from 70-85 degrees and water temp is 80 degrees. Camera shuts off and is not usable until it cools off.

Try trading up to a Sandisk Ultra UHS-III microSDXC card. Most of them are UHS-I, you have to look for the UHS-III. <NERD ALERT>It will take the heat down a few degrees because teh UHS-III cards have a wider data bus so the CPU is not having to spend extra cycles buffering for the slower card.</NERD ALERT>

Again, DO NOT USE SanDisk ULTRA

It's also important to remember that just because a card is "tested" and "recommended" that does not guarantee that the particular card you got is error free. I currently have five SanDisk Extreme v30 cards. Four of them work great. The fifth, sporadically gives me issues. It took me awhile to identify that it was just with that particular card, but know that I'm no longer using it, I have no camera issues (BTW, I used the card again on Saturday just to verify what I've been saying and sure enough I got freezing, "repairing file", camera getting very hot, fast battery drain, and once the message that the card needed to be formatted. Switched out the card and camera went back to normal).
