My Hero3+ recently stopped being recognised by the PC when plugged via USB, but did continue to charge. The problem is the addition of the optional battery backpack. Unplug the battery and HeyPresto! the camera is recognised

@grayrange48223 - Also check that the camera is turned on once you connect it. If the camera is off, it will be in a charging mode. When turned on while connected, it should begin syncing up with Quik for Desktop.
