I thought I was having the same issue. My attempt at updating seems to ran correctly but instead of displaying the lates version, my Go Pro is showing 1.10.
Is it possbile that I need to run the update a second time and stair step through the update? This GoPro has never been updated until today.

@sunnyblaze21622, you may try manually reinstalling the firmware update of your camera. Please follow the steps below to manually install/reinstall the firmware update for your camera:
What you will need: SD Card Adapter/Reader and a computer.
First, back up your files into your computer. Then, let’s reformat your microSD card in the camera with the “Delete” function in the settings menu. If you're unsure of how to do that, read these instructions on how to reformat your MicroSD card in your HERO3 camera.
If the camera is not accessible (e.g. due to freezing issue or power issue), reformat your SD card through your computer. SD Card Reformat through a Computer

If the camera does not initiate the update it can be because the camera is not recognizing the update on the SD card. You will want to make sure to follow all of the instructions as outlined in the GoPro website's update page to ensure no steps are being missed. I do also have some suggestions here that should help get the update working as well.
- Format the SD card before placing the update files in the root of the card (format on your computer, or DELETE ALL files in the camera's Delete menu);
- Be sure to place the individual files on the root level of the SD card, not in the UPDATE folder.
Once you have the necessary file(s) placed on the SD card, unplug it from the computer and insert the microSD card into your camera. Once it's plugged in, power on the camera. The update should automatically initiate.

@sunnyblaze21622, when you download the UPDATE files in the website, the latest version will be installed in your GoPro HERO3 camera. Thus, make sure that you copy the correct UPDATE folder into your SD card (if you have existing UPDATE folders from previous versions in your computer).

I really appreciate your willingness to help, but here is where I am at... I attempted to update the camera once again and I have attached a picture of the version number before I updated it. I used the latest update on your website which contain these 4 files:
HD3.09-firmware.bin, settings.in, update, and WF3.01-app.bin. After the update ran completely without error, the version number has not changed. It looks like when I attach my phone to the camera that the WiFi version is correct, but not the firmware version.
I am getting to the point that I should just use the camera as is, but it just bugs me that I can't get the firmware version up to date.
