The Fusion files are stored on the app itself.
As a workaround, you may upload the file to YouTube or a similar platform, then download it on the new phone.
However this will no longer be a native GoPro file.

You may try to upload it via Airdrop if you are using both iPhones.
Or you may try other cloud storage Dropbox, Google drive etc.
Alternatively you may transfer the files manually via computer, then transfer them to your new phone.
