What SD card are you using?
Did you have it paired with the GoPro app when the recording was done?

Are you recording at 4K/60 setting? Try recording at 1080/60 setting and check if it is cooler. The front of the camera (and the sides of the lens) will get hot when recording at 4K/60, especially if Wi-Fi is turned on (connected to the app) but the edges or sides of the camera should be ok to touch.
Some GoPro cameras run hotter than others, and 4K/60 makes the camera hot - the camera will make about 4 Watts when recording in 4K/60 and it is a small device. "Watts" is an electrical measurement of heat. It is Voltage (~ 4V) x Current (~ 1 amp) so it's about 4W. Over 15 minutes, this can make parts of the camera ~60C. It is normal. If the camera gets too hot it will turn itself off.
If you put the camera in a mount or frame, that will help so you do not have to hold the body of the camera while it's recording.
