Try removing the SD card, do you get the same results? Please ensure that you are using a recommended SD card for HERO7 Black.

You may also perform a factory reset in the camera. Reset Camera Settings
Try removing the battery and plug the camera directly to a wall charger (output 5V 2A) using the GoPro USB-C cable. Press the Mode button to power the camera ON, then turn it OFF again. Please observe if you experience the same issue under this setup. If no, the problem could be related to the camera's battery. Otherwise, your camera might be faulty.
