I am struggling to change the settings on the GoPro to amend the shooting speed

I am struggling to amend the shooting speed of the video settings on the GoPro HERO 7 Black. 

I am trying to complete a tour of a house and LED lamps and bulbs re causing the screen to flash because the frequesncy is out of sync. Can anybody help? I need the stabiliser settings to be set high as i walk around the property.

Where are you located? If you are getting flickering in the video, you may need to switch to PAL (or if in PAL, switch to NTSC).

What resolution and frame rate are you using?

Are you shooting in 4:3 or 16:9?

There are only three "stabilizer" options: Hypersmooth, Standard, and Off. It depends on your Resolution/Frame rate for whether or not Hypersmooth or Standard is available.

How is the lighting? Is it brightly lit or low light?
Are yo using Protune?
If yes, what are your settings and why did you choose each setting?
