The GoPro app is compatible with:
- iOS Devices (iOS 11 or newer)
- Android devices (Android 6.0.1 or later)
Check and see what version your phone is currently on.
As stated on the error you shared, this has something to do with compatibility.

Yes I'm told my Samsung J3 is incompatible with GoPro software - very strange as it's a very common phone. But I want to use it on my LAPTOP running windows 10 and I can't download it on there either? What is going on at GoPro???

As far as the Quik app, it's not a Windows Store app. To use on a computer you need the Desktop app from the GoPro website.
The Desktop app is NOT the same as the Mobile app and does not offer the same features, including the ability to control the camera settings.
