night is not good time for any camera....but you can use tripod for static shoots or gimbal like zhyun q smooth (remember to turn off hypersmooth). You cant try check night timelapse mode in GP7 it is really cool.

What are you trying to record? The GoPro HERO7 Black is an action camera with a small sensor, so it's not really designed for nighttime low light video. Photos it can do very well because you are able to leave the shutter open long enough for the sensor to get enough data. In video, a long shutter time would just become a blurry mess.
I have gotten decent, not great, footage by recording in 4K (4:3)/24fps.
I don't remember all of my Protune settings (and often at night I just turn Protune off), however I think it was something like: Shutter 1/48, EV 0, ISO MIN 800 MAX 800 WB (probably manually set but you need to adjust for your situation), Sharpness LOW, Color Flat.
This video I just recorded (created with Quik mobile app) and shows about the darkest low light that you should generally use your GoPro in (The beginning is good light but toward the middle end it gets to about the lowest low light you should expect decent results).
My settings were just2.7K/30fps with Protune Off
