I was able to successfully update my Firmware via the Manual Update process to version 3.02 a few hours ago (this version is now confirmed on the GoPro's screen upon booting); however, the WiFi settings did not update.
I have tried the "WiFi only" update file about 20 times and the camera simply won't recognize there is an update file available in the UPDATE folder. This is the exact same micro SD card I used to install the successful Firmware update, formatted multiple times, now containing only the UPDATE folder in which there are the settings.in and update.cmd files. After turning on the camera, there are no messages about updating, it just boots per the normal process and is ready to capture video.
Anyone know how I can force this camera to accept new WiFi settings? I called GoPro support and they told me to try again in 24 hours but I want to use the camera now.

Hello @bigblockbobby. Thank you for trying out the recommended steps. Manual update is the only way to go to update the camera Wi-Fi name and password. It would be best to contact Support again so they can assist you with further troubleshooting. You may use the same case number as reference.

I was finally able to fix it using an unofficial software update I found mentioned on these forums. It fully restored the password back to the default.

I0ve been having the same issue with my Hero3+. I've tried looking for that unoficial software update to restore the setting but I can't find it. Can you please tell me wherre to find it or what it's called? Thanks

You can use the official software.
Just follow the steps listed here: https://gopro.com/help/articles/how_to/Software-Update-Instructions-for-HERO3plus-Cameras
Make sure to follow manual update steps for HERO3+.
Reformat your SD card and unzip the file.
Copy the folder to your SD card and insert the SD card to the camera and turn on.
Check if that will fix the issue.
