I guess I found a firmware bug in GoPro Hero 4 wifi functionality:
Camera connected not connected to any power supply - camera is battery at e.g. 50%.
Wifi is turned ON (blue LED blinking) but camera is turned OFF!
As soon as you now connect any power (e.g. USB power supply or powerbank) the camera starts charging (which is ok) but WIFI turns OFF automatically! This means the camera can´t be remote controlled anymore.
Even when disconnecting external power again the WIFI stays off ...
You have to manually re-enable WIFI by pressing the WIFI button or turn on camera and re-enable WIF in the menu.
Camera not turned on, but WIFI on, camera connected to USB power supply - camera waiting to be turned on remotely ...
If there now is a power disconnect (e.g. power out for short time) the camera autmatically turns WIFI of on the event of power loss.
No way to remotely control the camera, and WIFI (and Bluetooth) stays off, even if external power resumes ...
At each change of the external power state the camera WIFI turns of, if camera is not powered on during time of event.
This is a big issue for all trying to control the camera in remote places ... and I would not see any reason why this might be a desired behaviour - it looks like a huge FW bug to me ...

While the older cameras behave as you observed, later models including HERO5 Session, HERO5 Black, HERO6 Black, HERO (2018) , and the HERO7 cameras work in such a way that the Wi-Fi does not turn off even when the camera is plugged in to a power source. I hope this answers your question.

Just for your information: I tested the same with my Gopro Hero 5 Black and it does not have the same bug. You can connect and disconnect external power (with camera off) and Wifi stays on always (although it is a bit harder to check as there is no Wifi LED indication - so you have to check with your mobile ...).
Also: I´m having the identical issue on both of my Hero 4 silver, so I would rule out an individual issue.
Basically this bug makes the Hero 4 silver useless for everybody that hides it away in remote places (plane roof for me) with external power and wants to control via Wifi ...
Would be great if that could be fixed ... happy to act as beta tester, if desired ...

Any hope that will be fixed with a FW update for Hero 4 still? Or has fixing / FW updates stopped for Hero 4?

don´t want to seem impatient, but I will be doing a 3 camera setup fly next month and it would help me tremendiously if that could be fixed.
Any feedback or hope for a fix yet?
