Hello, has the Hero 8 solved the stabilization problems the 7 has?

[ New ]

The problem with the 7 attemping to level the horizon has made the stabilization unusable for use of recording aerobatics from an an airplane. Has this issue been solved with the 8?

Secure the camera to your airplane using a vibration dampening mount, make sure you're recording at 60FPS or higher and disable the EIS, problem solved.

So the problem has no been resolved other than to not use  the image stabilization?

I had been getting great results with previous GoPros using 60FPS and EIS on. Same mounts, 7 came out everything went to crap with wild motions trying to level the horizon. I was hoping the 8 had presented a solution.

The GoPro Hero 8 has a selectable amount of stabilization that it can apply so that will help reduce the amount of movement in the frame.  However you're right in the sense that a vertical or horizontal "lock" feature would be welcome.  The best option of coure would be to use stabiliztion in a 3rd party editor by locking parts of the frame in place.
