You can try resetting by turning on using the rear Mode button and then pressing and holding down the top shutter for 8-10 seconds. Once done, run a manual update and then reset again. If that doesn't fix it, there isn't much you can do.

without an sd card, same reaction? more or less the firmware is at fault contact a gopro provider , if it is under warranty. also see what options are available. you may do a factory reset, its after the Exit and a long press.
