Oops, I misread. You have a HERO7 Black with White dots. Sorry, read it as HERO7 White with dots.

Pretty much everything I wrote above still stands except the part about the manual stating the camera needs to warm up if not used for 12+ hours.

Do check you SD card.
Do format your SD card in your computer and camera.
Do try powering on without the SD card.

Also, try loading a manual update.

Hmmm, they appear to be hot pixels (the spots) and should go away. What SD card are you using?

My son has a HERO7 White and I've noticed that it seems to need to "warm up" the first time after not being used for awhile. Once it has, it behaves fine. I noticed in the manual (page 20) that it says, "If your camera has been off for more than 12 hours, it will take a little longer to power up and start recording. When you’re done recording, your camera will stay ready and will start up immediately any time you use QuikCapture during the next 12 hours. "

Using a recommended SD cards is very important. https://gopro.com/help/articles/block/microSD-Card-Considerations

You should also format the card in your computer (FULL not Quick) and then again in the camera.
Format the card in the camera before each use for the best results.

If you haven't used the camera for 12 hours, you might want to try turning the camera on without the SD card and giving it a few minutes to warm up. Once it has, shut down the camera, insert the SD card, and power back on. Once you've done this, the camera should behave as expected.
