I have a similar issue with my hero 4 session. When I connect it to the power adapter (5Vdc, 1A), the red led lights to indicate it is charging. But if I power on the camera, the display indicates it is fully charged and stops charging, even if the battery is not compmetely charged (I know it because the charging time has not been enough, for example, 20 min.). f I power off the camera, the red led lights again and so on. At the end, the issue is that when I power on the camera while charging with power adapter, the camera stops charging and indicates fully charged. Always. After that, if I record any video, the baterry shows 100% at the begining and 70% after 2 minutes. And 10% after 30 min. It is nor right.
It is the second camera I have and in both cameras appears the same issue.
Could you tell me is it is known issue? Could be a firmware issue that makes the battery charging works incorrectly? Taking into account that it is the second unit, could there be a defective batch?
The camera is new, it onlu has two days, and i would not like to return it.
Thank you and best regards.

Try turning off the WIFi first and then charge. Mine just did that a couple of days ago, getting hot and everything. Make sure camera off too. I turned off both, then had a speedy charge
