I agree. This is not a usual behavior of the camera when turning it off.
To isolate the issue further, take the battery out.
Then plug the camera directly to a wall adapter.
Turn the camera on, then see if the same will happen when you turn it off.
Also, test the camera without the SD card and see if it does the same thing.
In most cases, if the software update does not resolve the issue then it is most likely on the hardware.

[ New ]Worn out over time i guess. lcd tft cost 15.00 the body cost 30ish. ican get both for 50 about. gopro does not offer the option to repair a outdated camera. Maybe firmware can fix it.

Obviously you are not waterproof to 33 feet anymore!
I have seen this happen to those using aftermarket waterproof cases with the pin pressing on the rubber button cover instead of a flat element as GoPro uses.
